Abstract

The paper includes a description of the circumstances that prevailed in the city of Chihuahua in 1869 for the creation of a new public school that would cover the need of a growing population. Rescuing efforts made by Professor Manuel R. Escudero to create the rules for this new educational establishment, as well as the innovations in first-letter instruction that he intended to carry out to respond to the demand of the public educationservice in the capital of the state. The document contains an analysis of the sections that make up the regulations that were to be implemented in the school considering the incorporation of alternatives to teaching writing and reading, in addition to those proposed by the Lancasteriana Company that was responsible for the primary schools in the country.
